Axient is seeking a Installation Energy Project Manager in support of the Office of the Deputy Assistant Secretary of Defense (Energy Resilience & Optimization (ODASD (ER&O)) within the Office of the Assistant Secretary for Energy, Installations, and Environment (OASD(EI&E)) sustains warfighting readiness and lethality by providing energy-related policy and governance for programs and activities that enable resilient, efficient, clean, and cyber-secure energy for Joint forces, weapon systems, and installations. The ODASD(ER&O) portfolios include: Operational energy (OE), Installation energy (IE), Climate resilience, innovation, and the siting clearinghouse.

 

Must have or be able to obtain a Top Secret (SCI Eligible) Clearance

What you will do...

  • A successful candidate will:

     

    • Possess the technical background to provide program management and analyses support to assist in the development of strategy, policy, plans and guidance related to a wide range of operational energy programs and initiatives.
    • Have a high level of expertise and extensive working knowledge of DoD bulk fuels, fuel storage and distribution to support the management of the global fuel laydown for all Combatant Command areas of responsibility to inform policy and resourcing gaps in operational planning and execution; logistical supportability of operations; operational risk reduction; contingency base development and operations; air, sea, and land platform energy requirements; Inter and intra-theater fuel flows, capacity, distribution, and sources of energy supply and demand; the Joint deliberate planning process; institutionalizing lessons learned for future operations; and analysis of logistics, supply and other systems that may provide options for reducing theater energy demands.
    • Have a proven ability to support consistent and proactive oversight of relevant energy resilience and resourcing processes; identify gaps and opportunities relative to threats, vulnerabilities, and mitigation options; develop and cultivate partnerships to advance organizational priorities and mission.
    • Be proficient in producing relevant analytical products, policy, guidance and tools, meeting minutes, briefings, reports, Congressional testimony and responses to questions for the record and requests for information, legislative proposals, and analyses of technical and non-technical documents or other requirements necessary to support the management of the ODASD(ER&O) Operational Energy Resilience programs and initiatives. 
    • Possess analytical, technical, and program management experience to enable effective execution of the ODASD(ER&O) mission and supporting activities.
    • Liaise with multiple entities within the Services and Department of Defense (DoD) to integrate energy considerations into installation resilience, risk assessment, operational planning, capability development, and alignment with statutory, Department, and Federal goals. 
    • Develop policies and tools as well as mechanisms for overseeing implementation of the ODASD(ER&O) portfolio in the following areas:
      • Annual Reports/Congressional Reporting Requirements/Tasking
      • Communications/Engagement
      • Installation Energy Resilience
      • Installation Energy Efficiency
      • Clean Energy Transition
      • Energy Data Analysis
      • Infrastructure Electrification
      • Installation Energy Policy
      • Operational Energy Policy
      • Requirements and Acquisition
      • Operational Energy Resilience 
      • Data Analytics and Wargaming
      • Innovation Coordination and Support 

Skills you will need...

 

Required Qualifications:

  • Musthave 20 or more years of of progressively responsible experience of which at least 10 years is experience in program/project management of DoD utilities/energy, Federal Agency utilities/energy, or large private sector utility systems.

  • Knowledge of DOD organization and structure.

  • A Master’s Degree in a recognized engineering, scientific, technical, management or related discipline that is relevant to the contract and experience at the OSD level is preferred.

  • Must have or be able to obtain a Top Secret (SCI Eligible) Clearance
