Overview

Axient is seeking a Foreign Military Sales (FMS) Specialists to support our customer in Huntsville, AL. 

Responsibilities

Duties will include, but are not limited to: 

  • Provide FMS case analysis and support to the FW PO Aircraft PM’s, DPM’s and APM’s.
  • Responsible for assisting in the development, monitoring, coordinating and integrating the program requirements for an FMS case.
  • Provide assistance where required to junior and senior level logistics management specialists in development and preparation of cases in accordance with Letters of Request (LOR) received from countries, to include evaluations of and responses to country questions.
  • Determine each country's unique requirements for equipment, software, system interfaces, technical assistance, contractor training, and documentation based on knowledge of system configuration and technical characteristics.
  • Assist in development of Letters of Offer and Acceptance (LOA), Price and Availability (P&A) and Rough order of Magnitude (ROM) estimates.
  • Work amendment and modifications as well as maintaining a working knowledge of the requirements for a Total Package Approach (TPA) for case development requirements.
  • Represent the program office at international logistics program presentations and program management reviews to foreign government representatives in CONUS and OCONUS.
  • Establish and conduct continual programs review and analysis to identify problems, necessary resource adjustments, and/ or program schedule revision.
  • Develop and coordinate long-range plans for the conduct of the international logistics programs and ensures visibility within the project organizational elements.

Qualifications

Minimum Requirements: 

  • Must have an active and transferable DoD security clearance with current investigation at the required level.  Secret level minimum.
  • Minimum of 15 year’s hands-on experience working FMS projects.
  • Ability to travel CONUS/OCONUS in performance of FMS work. Current passport required.
  • Understanding of and ability to perform travel and technical assistance estimates that result in the estimated ‘Manpower and Travel Data Report’ LOA input.
  • Understanding of and ability to compile data for FMS Price, Availability and Serviceability Data Sheets
  • Be able to create Statements of Work (SOWs), Requirements Strategy Review (RSRs) and Contracts Requirements Packages (CRP).
  • Have a working knowledge of the International Traffic in Arms Regulation (ITAR) other regulations and policies that apply to FMS cases.
  • Desired Training:
    • Completion of Defense Institute of Security Assistance Management (DISAM) on-line coursework e.g. International Programs Security Requirements Course (IPSR-OL).
    • Defense Security Cooperation University (DSCU) Case Life Cycle Management course.
    • Army Security Assistance Enterprise (ASAE) Instructor Led Training (ILT).
  • Skills, Competencies, and Abilities:
    • Build strong working relationships with FW PO management, support organizations, stakeholders, and peers through timely, consistent, transparent, and effective communication.
    • Plan, organize, and manage complex FMS projects simultaneously while providing innovative and executable options to resolve challenging programmatic issues.
    • Utilize all available program management tools, spreadsheets, databases and the Microsoft Office Suite to efficiently manage and clearly communicate FMS programmatic status.
    • Remain responsive and flexible to organizational and program changes.         
    • Strong oral and written communication skills.
