Systems Engineering Group, Inc. (SEG) a wholly owned subsidiary of Axient company is seeking a Missile Design and All-Source Flight Analysis Engineer with an understanding of 3D Solid Modeling and a TS/SCI clearance to do cutting edge advanced missile all-source analyses and reverse engineering to lead to the development of official Threat Baseline Assessments and 3D CAD models of foreign missile designs.  This effort will primarily be conducted onsite at the Office of Naval Intelligence (ONI), one of the nation’s premier scientific and technical intelligence centers.   ONI’s mission is to collect and exploit information and data and conduct analyses to produce critical maritime intelligence and disseminate that intelligence rapidly and accurately to key strategic, operational, tactical decision-makers, and to the research and development communities to meet Navy, Department of Defense, and national requirements.

 

This position is based in Suitland, MD. To support this effort, a TS/SCI clearance is required.

What you will do...

Responsibilities may include some combination of the efforts below pending ONI’s priorities and needs: 

  • Providing all-source research, technical engineering analysis, and production and dissemination of both short- and long-term naval technical analysis information support.
  • Conducting and supporting tasks that require IC and national intelligence coordination. This will include support to working groups, support to fleet entities, and support to Navy acquisition customers through informal knowledge sharing. This will also directly support the management and development of Intelligence Mission Data (IMD) to include signatures and other characteristics and performance data.
  • Developing and using cutting-edge tools and techniques to meet the growing demands of missile defense system requirement specifications, design activities and test/verification.
  • Analyzing all-source intelligence information to synthesize foreign missile designs that characterize the flight performance, concept of operations, RF, and IR signatures of key naval launched surface to air missiles, anti-ship cruise missile, ballistic missiles, anti-ship ballistic missiles, hypersonic cruise missiles and glide vehicles.
  • Developing tools for performance analysis and visualization as well as analysis of electronic warfare.
  • Developing technical assessments and briefs using all-source information in accordance with ONI and ODNI Analytical Tradecraft Policy, ODNI Writing Guide, ONI production standards and other documented guidance on production; the intelligence assessments will document the intelligence/technical tradecraft, as well as the uncertainty and confidence level.
  • For specified high interest naval missile systems the staff shall perform detailed analyses of the missile performance for foreign naval missiles. The staff shall utilize all source intelligence data provided by Analysis shall include:
    • Staff will prepare pseudo code to emulate algorithms in software to provide dynamic, interactive representation of system. The pseudo code will be based directly from the written documentation developed from data collected.
    • Perform verification and validation testing of pseudo code and document all results.
    • Develop and execute stochastic analysis to fully capture uncertainty in the analysis, design, and intelligence. Document and detail recommended stochastic methodology with input bounds.
  • Assisting ONI with Acquisitions Threat Evaluation Products (ATEPs) to include, but not limited to, production, design, verification, and validation (V&V), reporting, testing, and meeting attendance.
  • Assisting ONI in writing and updating foreign missile Technical Baseline Assessments (TBAs) following the appropriate TAC-31 tradecraft.
  • Using a body of all-source intelligence information, will develop 3D solid models of missile configurations including external and internal features and components in CREO or SolidWorks using standard engineering practices and following the TAC-31 Computer-Aided Design (CAD) Models/Configuration & Mass Properties Tradecraft guidance. This shall include:
    • Review all-source information to develop assessments for external features, internal components, material, and material thickness assignments to components.
    • Using mensuration techniques, develop assessments for dimensions of all significant features of the missile in all flight configurations.
    • Incorporate all major internal components and subsystems and all significant external protuberances.
  • Using a body of all-source intelligence information, develop aerodynamic tables and flight envelope assessments using standard engineering practices and following TAC-31 guidance. This shall include:
    • Reviewing all-source information to determine nominal flight limits and identify any system specific characteristics of
    • Utilizing all l existing TAC-31 configuration  assessment data to build an aerodynamic mesh model, augmenting the configuration model as necessary and in coordination with appropriate configuration team
    • Generating initial aerodynamic tables and flight envelop assessment and perform engineering analysis to evaluate design performance versus all-source
    • Iterating on this process in coordination with configuration and propulsion design assessments to converge on an optimum design.
    • Developing aerodynamic tables and flight envelope assessment and documentation according to TAC-31
    • Upon approval, publish written flight envelop assessment using ONl’s publication
  • Using a body of all-source intelligence information, develop solid and liquid propulsion system assessments using standard engineering practices and following TAC-31 guidance. This shall include:
    • Reviewing all-source information to determine base propulsion performance data points and identify any system specific propulsion
    • Utilizing all existing TAC-31 configuration assessment data to generate a grain design for solid-rocket motor or a fuel and engine design for air-breathing motors. Augmenting the configuration model as necessary and in coordination with appropriate configuration team
    • Generating a burn-back model using TAC-31 tools and methods to enhance analysis of grain
    • Generating flight envelope performance plots usingTAC-31 tools and methods to enhance analysis of air-breathing motor design.
    • Generating initial thrust/acceleration assessment and perform engineering analysis to evaluate design performance versus all-source
    • Iterate on this process in coordination with configuration and aerodynamic design assessments to converge on an optimum
    • Develop propulsion assessment and documentation according to TAC-31
  • Using a body of all-source intelligence information, develop avionics assessments, to include both seeker and guidance components, using standard engineering practices and following TAC-31 guidance. This shall include:
    • Review all-source information to determine baseline avionics characteristics and define limits or critical design points.
    • Utilize all-source information and existing TAC-31 performance data to build stand-alone avionics component or integrated
      • Utilize TAC-31 tools and methods to generate and test antenna designs and associated antenna
      • Utilize TAC-31 tools, or prepare pseudo code, to generate and test guidance and decision logic algorithms.

Skills you will need...

Required Experience/ Education:

  • Viable candidate should have a minimum existing SECRET level clearance and a strong candidate for a TS/SCI level clearance or TS/SCI preferred.
  • BS/MS/PhD in Mechanical/Aerospace engineering or in a relevant engineering discipline.
  • 1-5 years of experience with missile design, flight performance, navigation, guidance, and control and or missile propulsion system design experience
  • 3D modeling experience with SolidWorks is preferred. Experience with Pro-E/CREO and NX is desirable.
  • Experience with component level design from the detail level through complete complex assemblies
  • Able to identify, select and integrate a wide range of materials into designs.
  • Hands-on experience using finite element analysis for system/component design.
  • Demonstrated ability to communicate well through written documentation and oral presentations.
  • Ability to work independently or on a team.
  • The ability to create, follow and adjust a design plan for the creation of level 1 & 2 CAD models from initial assignment to completed documentation.
  • The ability to collaborate with technical experts and subject matter experts in an efficient and effective manner.
  • Understanding of the scientific and technical intelligence community trade craft and ICD’s is highly preferred.
