Overview

Axient is seeking a Financial Analyst to support our customer in Huntsville, Alabama. 

Responsibilities

Duties will include, but are not limited to:

  • Working as part of an integrated cost analyst team, the cost analyst will perform a wide variety of economic and business system analyses/estimating/engineering support directly interfacing with program offices and assisting the development and presentation of management level briefings as needed.
  • Work may include parametric cost estimating, life cycle cost analysis, cost estimating relationships and model development, cost risk analysis, performance measurement (earned value), project forecasting and risk assessment, and cost-benefit analysis.
  • Additional support includes, but is not limited to, the areas of strategy development, evaluation criteria development, cost estimates and key decision point’s preparation, and trade studies.
  • Proficiency in the areas of strategic planning, process improvement, general business operations, financial and project management.
  • Proficiency in Microsoft Excel, Word, PowerPoint, Teams, and SharePoint is essential.
  • Experience in the application of Army acquisition and life cycle management policies, systems, and procedures.
  • Experience preparing cost estimates and budgets for major Department of Defense (DoD) programs and commercial off the shelf programs is highly desirable.
  • Successful candidates must possess and/or have the ability to obtain a Secret clearance and U.S. citizenship required.
  • Manages budget execution and maintains accounting records for reporting and analysis of all commitments, obligations, and disbursements.
  • Communicates with upper management and determine program status, identify variances, and recommend actions/response.
  • As program integrator for AMCOM command requirements, provide requirements validation and recommended prioritization, balancing risk against fiscal realities, and ensuring requirements are mission aligned to support AMCOM’s priorities and the Army’s missions.
  • Develops, distributes, and monitors implementation of internal operating policies and administrative directives. Maintains internal library of applicable regulations, directives, procedures, and instructions.
  • Develops software requirement documents and enhancement and testing plans.  Meets with software developers to communicate user requirements and track software changes.
  • Ensures obligation plans are documented properly. Participate in IPTs to review goals and provide recommendations to confirm funds are executed in accordance to plans.
  • Prepares, submits, and assists in the defense of budgets required to support all assigned PM programs.
  • Possess good oral and written communication skills.
  • Works with Government systems such as General Fund Enterprise Business Systems (GFEBS); Experience with Wide Area Workflow (WAWF); Experience with Logistics Management Program
  • Experienced with Financial Management Regulations to include DOD 7000-14, FMR 37-100, FMR 37-1

Qualifications

  • Must possess active and transferable DoD security clearance.
  • Bachelor’s Degree in related discipline and 11 Years of relative experience required.
  • Experience in managing multiple appropriations to include RDTE, APA, OMA, and FMS.
  • Experience in performance of execution analysis.
  • Fundamental understanding of Army Acquisition Process.
  • Experience in cutting funding documents (MIPRs / PWDs).
  • Experience in funds reconciliation.
